The District of Highlands is a unique rural municipality located in the Capital Regional District on southern Vancouver Island, just northwest of Victoria. Spanning over 3,700 hectares (more than 9,000 acres), Highlands is defined by its rugged topography, extensive forests, lakes, and rocky outcrops, making it one of the region’s most scenic and ecologically significant areas. The municipality was incorporated in 1993, reflecting the community’s commitment to preserving its natural environment and rural character.
