The Highlands, situated northwest of Victoria, is a ruggedly rural community characterised by protected parklands. With an eighteen-hole golf course designed by Jack and Steve Nicklaus and luxurious resort facilities, Bear Mountain is garnering attention as a destination. With ongoing expansion and the opening of a second golf course in 2008, Bear Mountain is raising the bar. The Juan de Fuca Recreation Centre provides a range of drop-in and registration-required activities and courses, and the Centre also houses a branch of the Greater Victoria Public Library. Twenty-two leisure and recreational organisations including equestrian pursuits, lawn bowling, hockey, and skateboarding operate out of the Juan de Fuca Recreation Centre, and ensure that a diversity of interests is represented.
The pride of the Highlands is the rural lifestyle set amongst limited development. However, the Highlands remain commercially independent, and local businesses include pubs, shops, banks, and healthcare services, including the Victoria General Hospital, only minutes away.
